In 2005 the Colorado State Legislature established a new way to provide state tax dollar support for higher education. The state is no longer appropriating monies directly to public colleges and universities for undergraduate education, but is providing direct funding to in-state students through the College Opportunity Fund (COF). COF has also been referred to as a “voucher” or “stipend”. As of July 2006, high school students who are residents of Colorado and enrolled in COF eligible courses at participating college and university courses are eligible for COF.
